I have attached opposte the letter signed by the members of the University Advisory Committee in which they present their Report to the Secretary of State. It was the intention that this letter and the accompanying Report should be formally addressed to the Secretary of State direct (see draft of 16/7). I understand, however, that the Secretary of State is at present away from the Office and it may therefore be thought appropriate in the circumstances for the Report to reach him in due course on this file.
The main recommendations of the Committee are already known in the Department and have been discussed with Mr. Mayle, Mr. Lloyd and Mr. Caine. Briefly
the view of the Committee is that the needs of Hong Kong alone do not justify the maintenance of a University but that they believe that a first clàss University would be a valuable instrument for the maintenance of our good relations with China and other Far Eastern territories and that they therefore recommend its re-establishment for this purpose. been agreed that the departmental advice should be to suggest that the Secretary of State should write personally to Mr. Bevin supporting the Committee's recommendation. I submit a draft letter for conson. on the lines already discussed.

A proof copy of the Report has already gone to Sir Mark Young (46). After the Secretary of State has seen, six copies of the Report itself should be sent
formally to Sir Mark Young with one of the three covering letters bearing the original signatures of members of the Committee.
In due course copies of the sent to the Executive Committee of the Inter University Report should also be Council; the Colonial University Graner Committee and the Secretary of State's Educational Advisory Committee.
